President: where law and justice prevail, there is no crime

President Shavkat Mirziyoyev chaired a video conference on January 10, devoted to the further tasks of ensuring peace and public security in the country, crime prevention.

New challenges and threats are emerging in the current globalization era, methods and means of committing crimes are changing. With this in mind, our country has adopted more than 100 documents on these issues over the past two years.

In particular, the internal affairs structures have undergone reformation. “Safe city”, “Safe tourism”, “Safe house” systems have been introduced, and the round-the-clock patrol service was adjusted. As a result, crime rate decreased by 33% last year.

- As a result of the measures taken, people are awakening their faith in justice and the rule of law. However, there is still much to do, - said the head of state.

The meeting pointed to the need to bring crime control to a qualitatively new level.

For example, the number of serious crimes has increased in almost all districts of Andijan region. The share of female crime remains high. The situation in the Namangan region is also unsatisfactory.

It was noted that from now on khokims should personally participate in the discussion of the situation related to crime, and Kengashes of people's deputies on the ground should analyze it and contribute to the elimination of the causes and conditions of crimes.

The meeting paid special attention to improving the system of crime prevention.

The President instructed to introduce a completely new mechanism for appointing leaders in law enforcement agencies. Thus, candidates should be appointed to the position provided that they achieve the target indicators within the allotted time, not to extend the contracts in case of failure to comply with the regulations.

Improving the legal culture of citizens, the formation in all segments of the population, especially among young people intolerant attitude to crime is an important factor in crime prevention. However, legal propaganda does not produce the desired result due to the fact that it is carried out by outdated methods, through superficial meetings and speeches. In this regard, the Ministry of justice was instructed to develop a Concept to improve the legal culture in society.

The video conference heard reports and proposals of the heads of state bodies responsible for ensuring public security.
