Uzbekistan School Attendance Declines

The Institute of Macroeconomic and Territorial Studies conducted a study on school attendance rates in Uzbekistan and found that:

In 2022, school attendance averaged 83.6 percent, dropping slightly to 82.5 percent in 2023. The lowest attendance rates were recorded in Tashkent city (57.8 percent), Jizzakh (76.9 percent), Tashkent (75.8 percent), and Fergana (79.8 percent) regions. The highest rates were in Bukhara (89.1%), Surkhandarya (88.3%), and Kashkadarya (88.2%) regions.

Primary school students had the lowest attendance rates in Uzbek language and mathematics. Middle school students struggled with attendance in Uzbek language, informatics, literature, and English language. High school students faced challenges in attending Uzbek language, informatics, algebra, and English language classes.

According to a parent survey, the main reasons for student absenteeism were illness (75.4 percent), helping parents with work (8.9 percent), parents being occupied with work and having no alternative childcare (3.1 percent), private tutoring (1.7 percent), lack of funds for school-related expenses (1.1 percent), and 8.5 percent of parents were unsure why their child missed school.

In the PISA assessment, 18.5 percent of Uzbekistan students missed school for three consecutive months, which is higher than the average of 10.3 percent among participating countries. This absenteeism rate is higher for boys than girls.
