Credit fraud cases in Uzbekistan surge by 42%

The Ombudsman received over 6,000 complaints related to economic rights, with 9% involving fraud. Cases of loans being issued using citizens' personal data without their consent increased by 42%. In 2024, online fraud loan schemes caused nearly 15 billion soums in financial losses across 463 cases. The main causes of rising fraud include public negligence, poor cybersecurity awareness, and a lack of financial literacy.

According to the Human Rights Commissioner of the Oliy Majlis, in 60% of the complaints, fraudsters posed as representatives of payment companies or Central Bank employees to obtain citizens' personal data and take out online loans. In some cases, a single person had loans issued in their name from up to 6 different commercial banks. Law enforcement investigators have instructed banks to suspend interest accrual and debt collection until the perpetrators are identified. However, banks continue to demand repayment from fraud victims. Additionally, the Ombudsman has filed five lawsuits in civil courts, resulting in credit agreements being declared invalid.
