What to change from October 1?

A summary of significant updates to national legislation set to take effect on October 1, 2024, has been presented.

Wage Increases

Salaries for medical professionals and teachers in various educational institutions will increase by 15%. Salaries for other budget organization employees will rise by 10%.The minimum monthly salary is set at 1,155,000 soums, with a basic wage of 375,000 soums.

Subsidies for Modular Hotels

From the Tourism Support Fund, one-time subsidies will be available until December 31, 2026, to assist with the costs of building and equipping modular hotels (excluding reconstruction). Newly established modular hotels with at least 10 modules and a compliance certificate can receive subsidies from October 2024 to November 1, 2026.

Jewelry Industry Privileges

Until October 1, 2027: The licensing requirement for importing ligatures used in jewelry is eliminated. Certain equipment not produced in Uzbekistan, used in the jewelry industry, will be exempt from customs duties. Temporary imports for the "Uzbek Jewelry Fair" by non-residents will incur no customs fees.

Improvements for Persons with Disabilities

Urban planning projects must undergo mandatory examination to ensure they meet accessibility requirements for individuals with disabilities. Group I disability holders and one attendant will receive free city passenger transport services. The responsibility for determining disability will shift from specialized medical commissions to inter-district and district (city) commissions.

Enhanced Public Procurement Process

Direct contracts and tender reports must be publicly discussed for at least two working days before finalization, posted on a special procurement portal. Suppliers of technically complex goods without market alternatives can be included in a single supplier register based on anti-monopoly body assessments. A new electronic system will notify high-stability-rated business entities about relevant state orders.
