New legislation tightens punishments for unauthorized construction

Current legislation imposes administrative fines for unauthorized construction on the basement and first floor of multi-apartment houses. Criminal liability applies for repeated offenses, with penalties ranging from correctional work for up to 3 years to imprisonment for 1 to 3 years, depending on the severity of the offense. This was discussed during the consideration of the relevant draft law at the plenary session of the Legislative Chamber.

Amendments and additions are being made to the Criminal, Criminal-Procedural, and Administrative Liability Codes. A new provision is being introduced for the first time, allowing exemption from criminal liability for individuals who violate construction regulations on the basement and first floor of multi-apartment houses, provided they pay an administrative fine.

Punishment measures are being strengthened for those who have conducted construction work without meeting inspection requirements. After discussions, the draft law was adopted.
