Uzbekistan Introduces "Green Energy" Certificates for Hydroelectric Power Plants

President's Resolution No. PQ-156 of May 12, 2023, introduced the system of "Green Energy" certificates for hydroelectric power plants owned by "Uzbekhydroenergo." These certificates certify the production of 1000 kWh of electricity from renewable energy sources. There are 53 hydroelectric power plants with a total capacity of 2,225 MW. The certificates can be sold on the stock exchange, and the goal is to produce nearly 50 billion kilowatt hours of "green energy" by 2030.

The Ministry of Economy and Finance of Uzbekistan has been accredited by the International Organization for Certification of Renewable Energy Sources (I-REC) as the responsible body for regulating the system. The Republican Commodity Exchange of Uzbekistan has established a dedicated "green energy" section for selling these certificates through the website spot.uzex.uz. Consumers can purchase the certificates by entering into a contract and submitting an application to the Ministry of Economy and Finance to issue the corresponding certificate based on the electricity produced by the hydroelectric plants.
