President Shavkat Mirziyoyev pardoned 58 people who committed crimes "in ignorance", who have "sincerely repented of what they did and firmly embarked on the path of correction". Abdusattor Kadyrov was among those pardoned.
After a series of bombings that occurred in February 1999 in Tashkent, Kadyrov was sentenced to a long term of imprisonment on the basis of article 159 of the criminal code of Uzbekistan ("Attempt to overthrow the constitutional system of Uzbekistan").
