Uzbekistan introduces licensing regulations for electricity sector
The Cabinet of Ministers approved new regulations on licensing activities in the electricity sector. A license will not be required for power generation at small plants with a capacity of up to 5 MW.
The regulation mandates licensing for activities such as electricity generation, transmission, distribution, storage, supply, and market operation, with each requiring a separate license. The Energy Market Development and Regulation Agency, established as part of the 2023 energy sector reforms, will oversee licensing.
Licenses are not required for off-grid energy production, self-consumption storage, or power plants under 5 MW. Applications can be submitted via the “License” system, the Unified Portal of Interactive Public Services, or service centers, with required documents including an energy facility passport and business plan. The review process takes 15 working days, and applicants are notified of approval or rejection. The application fee is 750,000 soums, and the issuance fee is 11.25 million soums, with annual licensing fees based on projected electricity output. The resolution comes into effect on May 14, 2025.
