Uzbekistan to create barrier-free environment for disabled people

The president of Uzbekistan has signed a decree on creation of favorable environment for people with disabilities. By December 1, one street in each large city of Uzbekistan and two in Tashkent will be adapted to the needs of disabled people. Other streets, metro and bus stations are planning to be modified as well.

Starting from October 1, the technical part of city-planning projects to be reconstructed or renovated must go through a mandatory expertise that checks the projects quality of conditions for disabled people. The same day, people with disabilities of I group and their attendants will be able to use public transport for free. Expenditures will be covered by State fund of Social Protection.

Annually, over 10% of budget of the state fund “Safe traffic and safe pedestrian” will go for construction, renovation, and equipment of public places with conditions that assist the creation of safe environment for pedestrians with disabilities on the crossroads.

From January 1 2025, receiving a license in several professional spheres will require permission from Inspection of control in the sphere of construction and housing-communal property. The permission will confirm the existence of barrier-free environment for people with disabilities, and apply to such enterprises as private kindergartens, schools, higher education facilities, driving schools, banks, clinics and pharmacies.

Moreover, government institutions and organizations will provide a sign language interpreter while attending civilians and during field receptions. In addition, institutions that work directly with civilians will assign one worker to complete sign language training.

By January 1, 2026 an interactive map of Uzbekistan showing barrier-free zones will be launched.

By September 1, ministries and government departments will assign a deputy director who will be responsible for creation of favorable and barrier-free environment for people with disabilities.
