Development Strategy Center and Huawei Tech Investment Tashkent signed Memorandum of Understanding

Within the framework of the visit to China by the invitation of Huawei Company, the representatives of the state authorities of the Republic of Uzbekistan visited the exhibition center located at the headquarters of the Company in Shenzhen. At the exhibition center the delegation was presented the solutions and detailed layout for the implementation of the "Safe" and "Smart" city concepts. Also eLTE technologies used in the transport sector were presented, such as solutions for metro, rail- and airways.

The integrated solutions of "safe" city concept were demonstrated. They include a command convergent center, a video surveillance system, a video data analysis system and Big Data storage that Huawei produces and integrates itself. To familiarize with the practical application of the "safe" city system introduced by Huawei, the delegation of representatives was invited to the police center of Longgang district, the largest district of Shenzhen City, where about 4.5 million people live. Over 24,000 HD video surveillance cameras are installed in the district, and a convergent command center with analysts team, police and ICT specialists is located in it. The "safe" city system, represented by Huawei, includes a system for face recognition, plate numbers, colors and models of cars recognition, identification of people by ID cards and a trunk-based communication system based on eLTE.

During the presentation of the "safe" city system, the participants of delegation were interested in the pace and percentage of crime level reduction in the area after the launch of innovative technologies. Longgang police officers noted that in two years the crime cases had decreased to 53%, the terms for the detection of crime cases had significantly decreased. But it should be noted that the decrease in criminal activities is marked by an increase in the level of cybercrimes. Due to this Shenzhen police began to introduce a new system and new directions in operation, such as anti-cybercrimes and electronic fraud department. Longgang's police gave a detailed answer as to how this department counteracts fraudulent activities carried out using information and telecommunications networks, including Internet.

After the visit to the police station and the demonstration of "safe" city system, the guests of the delegation were presented with the concept of "smart" city, where the main aspect is the Internet of Things (IoT). Huawei is one of the leaders in the production of chipsets used in IoT. Delegation from Uzbekistan was demonstrated with such systems as smart meters, smart water supply, smart recycling, smart street lighting and a number of other solutions that contribute to improving the management of a city and any settlement. Visual acquaintance with the complex solution of the "smart" city was very important for the delegation, as it is planned to develop normative legal documents that include the concepts of "Smart City", "Smart Makhalla  (district)", "Smart Home" and "Smart Hokimiyat (administration)" in Uzbekistan.

The closing event of the visit was the ceremony of Memorandum of Understanding (MOU) signing between Huawei Tech Investment Tashkent and the Development Strategy Center. The signed MOU is aimed at improving the quality of economic growth, the international competitiveness of business and the level of human capital, which are the major part of ICT. 

Taking into account the mutual interest and importance of international cooperation in the development of information technologies and expressing readiness for the implementation of scientific and educational projects, the parties agreed to implement joint work on the development of the national broadband network of the Republic of Uzbekistan, cooperation in joint research and digital transformation of the state.

During the implementation of the MOU the parties will seek to hold joint international conferences, seminars, roundtables on topics of sustainable social and economic growth, innovative development, and the exchange of knowledge and information. The sides agreed on the visits of delegations from Uzbekistan to the PRC in order to get acquainted with the successful Chinese practice in various fields, including ICT, innovation, agriculture, public services, etc.

"The Memorandum became one of the important steps in the implementation of the State Program for realization of strategy actions in the year of “Support of Active Business, Innovative Ideas and Technologies” in Uzbekistan, according to which it is planned to organize modern production and engineering- communication infrastructures in the regions," said Davron Azizov, Director of the Public Relations Department of Huawei in Uzbekistan.
