Innovative Construction Procedure Unveiled

A meeting, chaired by the President, addressed key priorities in housing, construction, communal economy, transport, and ecology. Currently, construction processes rely on the "resource method," detailing numerous conditions for workers, fuel, equipment, and specifications.

Notably, a shift to the "volume method" was proposed at the meeting. In this approach, the focus is on the contractor delivering the project on time and ensuring high quality. Addressing corruption concerns, a comprehensive restructuring of processes, from design to facility commissioning and control, was decided.

Effective January 1 next year, the "resource method" will be replaced with the "volume method" for all project-estimate documents, works implementation, and acceptance. Specifically, starting July 1, this approach will be applied to road, drinking water, and bridge construction projects.

To promote a corruption-free industry, effective July 1:

- All construction contracts will be digitized.

- Financing for construction works by contracting organizations will be based solely on electronic invoices submitted to the tax authority.

- The object acceptance process will be digitized, with documents confirmed by "Transparent Construction."

- Subcontractor selection for projects exceeding 10 billion soums will exclusively use the "Transparent Construction" system. This applies to projects involving international financial organizations.

- An online monitoring system will be established for manufacturers, builders, and controllers to track the cost of building materials.
